Pattern of pain referal in the root canal system

Their is a tendency that pain is refered from lower structures to upper structures as it is in the direction of action potential propagating toward the brain stem

Does this mean that a patient's complaints about pain should be traced backwards and not presumed to be the point of pain at the moment? I wouldn't think the pain would migrate too much. Or is this more in accordance to nerve endings rather than action potential?
